<p>The following rules concern who can drive the minibus. These ensure that drivers may use a Section 19 permit because they meet the following requirements.</p>
<p>All permit drivers must be aged 21 or more. </p>
<p>If a driver passed the &#8216;car&#8217; driving test (category B on a photocard licence) before the 1st January 1997, he or she will hold the automatic category D1 entitlement to drive a 9 to 16 seat minibus. This will allow such a vehicle to be driven under the permit for as long as the driver holds the D1 entitlement.<br />
When the licence expires, the driver, having proved he or she meets the required health standards by passing a compulsory medical examination, may receive a renewal of D1 entitlement lasting 3 years. </p>
<p>If a driver passed the test on or after the 1st January 1997, automatic D1 entitlement won&#8217;t have been granted. The driver may drive a vehicle with up to eight passenger seats. However, he or she may drive a 9 to 16 seat minibus if </p>
<p>(a) He or she has held a category B licence for 2 years<br />
(b) He or she receives nothing more than out-of-pocket expenses for driving the vehicle<br />
(c) If aged 70 or more, he or she can pass the medical examination for category D1 entitlement<br />
(d) The minibus&#8217;s gross weight is 3.5 tonnes or less, or 4.25 tonnes or less, including specialized equipment for disabled passengers</p>
<p>Now for the practicalities of acquiring a Section 19 permit for a minibus. The first of these is how to apply. A permit is normally granted to a specific group, a scout group, for example. However, it is possible for an individual named on behalf of such a body to be granted a permit. With this in mind, you need to know where to apply and there are several sources of application forms, including</p>
<p>Your area&#8217;s Traffic Commissioner</p>
<p>Your local authority</p>
<p>Umbrella originations, which are bodies that assist with or co-ordinate community groups&#8217; activates in the area. Examples include The Scout Association and Age Concern and these umbrella organisations are permitted to issue Section 19 permits to groups that are associated with them.</p>
<p>A designated body. These are national voluntary organisations and in some cases, they can issue permits to other bodies with similar interests. </p>
<p>Schools and other bodies associated with education, provided they fulfil the authority&#8217;s duties under the Education Act 1944. </p>
<p>As you can see, tracking down an application form will require some web searches and/or phone calls but there are some aspects of Section 19 permits that are easy to convey. For example, the cost. Currently, a permit sourced via your area Traffic Commissioner seven pounds. Local authorities set their own charge, but the maximum appears to be around the twelve pound mark. </p>
<p>A section 19 permit for a minibus lasts indefinitely and each comes with a disc, to be displayed on the vehicle, in the same way as a tax disc. The rule is one permit, one vehicle at one time but permits can be swapped from minibus to minibus, provided each comes under the small bus parameters mentioned above. You can use your permit on a hired minibus but if another non-profit making organisation rents your minibus, it cannot use your permit(s). It must use its own. Finally, if you lose your permit and/or disc, you can request duplicates. However, if either turns up, you must return them immediately. </p>
<p>In the final analysis, a Section 9 permit is a licence to charge your passengers fairly and legally, without a PSV licence. Taking advantage of this exemption makes sense, just as meeting the regulations to do so is easy.</p>

<p>The Home Office in the UK has admitted that it is possible for drivers to avoid getting caught in the “New Generation” speed cameras. This camera works by calculating the average speed of the car over a long distance. This simply means that you can easily avoid 3 points on your license as well as £60 fine. So how is this possible? The camera used in the UK roads is different from the standard Gatso camera. The Gatso camera will flash when a car passes by it but the new gen camera measures the speed of a car between two fixed points, which can possibly be miles apart. Now if the average speed between these two points is higher than the speed limit then the driver gets a speeding ticket.</p>
<p>This camera was designed especially for those motorists who slow down in front of the camera and then over speed the moment they have crossed the camera point. The Home Office has actually set aside a rule that states the prosecution of drivers is valid only if they are filmed in the same lane from the starting point to the finish point. This means that you will be fined only if you are found speeding in the same lane between the two points that the camera is measuring. Guess you have got the answer by now! Yes! If you keep changing lanes then you will end up avoiding speeding fines. So all you have to do is leave the speed camera lane using a different lane than the one that you came from originally.</p>
<p>This camera is being manufactured by Speed Check Services (SCS) and they have also confirmed that you can avoid speeding fines by lane hopping. There are 27 such sets of cameras installed all across the UK and the cost of installation ranges from £180,000 and £1.5 million per site. The SCS cameras function by measuring the time your vehicle will take to pass through two number plate reading cameras that have been set 6.2 miles apart. If you are driving in the same lane for the 6.2 miles then a computer will work out the time you will take to cover the distance and thus it will calculate the average speed of your car.</p>
<p>But Home Office &#8216;type approval&#8217; rules states that each of the individual sets can’t be linked to any other set. So if you jump lanes then you will move into another set and your previous set will not remain valid. And you’ll successfully avoid any speeding fines!</p>

financial situation. The short-term monthly-cost of leasing is significantly lower than the monthly payments when buying: you only pay for “the portion” of the vehicle’s cost that you use up during the time you drive it.</p>
<p>If you have a lot of cash upfront, then you can opt to pay the down<br />
payment, sales taxes &#8211; in cash or rolled into a loan &#8211; and the interest<br />
rate determined by your loan company. Buying effectively gives you<br />
ownership of the car and that feeling of “free driving” that goes on<br />
providing transportation.</p>
<p>If, say, you want to get into luxury models but can’t afford the upfront<br />
cash of purchasing the vehicle than you’re a good candidate for leasing.<br />
Unlike buying, it gives you the option of not having to fork out the down<br />
payment upfront, leaving you to pay a lower money factor that is generally similar to the interest rate on a financing loan. However, these benefits<br />
have a price: terminating a lease early or defaulting on your monthly lease payments will result in stiff financial penalties and can ruin your credit.<br />
You need to make sure you carve out the monthly lease payment in your<br />
budget for the foreseeable future, at least for the duration of the lease.    </p>
<p>Besides the financial aspect, making a buy or lease decision depends on<br />
your own particular lifestyle choices and preferences. Think about what the car means to you: are you the sort of person to bond with the car or would you rather have the excitement of something new?  If you want to drive a car for more than fives years, negotiate carefully and buy the car you like. If, on the other hand, you don’t like the idea of ownership and prefer to drive a new car every two to three years then you should lease. Next, factor your transportation needs: How many miles do you drive a year? </p>
<p>How properly do you maintain your cars? If you answer is: “I drive 40,000<br />
miles a year and I don’t really care much about my cars as I don’t mind<br />
dealing with repair bills”, then you’re probably better off buying. Leasing is based on the assumption of limited-mileage, usually no more than 12,000 to 15,000 miles a year, and wear-and-tear considerations. Unless you can keep within the prescribed mileage limits and keep the car in a good condition at the end of your lease, you might incur hefty end-of-lease costs.</p>

Nowadays they can be used to move far more than pigs or people, but with their increased size has come an increased consumption of fuel, with damaging consequences.</p>

		<description><![CDATA[<p>The new Ford Transit was crowned as the 2007 International Van of the Year back in September, which set Ford of Europe&#8217;s team into motion to create two special one-offs to celebrate the honor. The first is the Transit XXL, a bespoke limousine created by joining two short-wheelbase Transit Tourneo models. Despite being over 24 feet long, the Transit XXL seats only seven people, but just imagine the kind of leg room each passenger enjoys. Entry into the vehicle can be accomplished through one of four full-size sliding doors, and the XXL was made a right-hand drive model, not just because it was developed in Europe, but also because livery drivers will find themselves on the right side of the vehicle when pulling up curbside to drop off passengers. </p>
<p>The second vehicle is an updated version of the Transit Connect X-PRESS, a high performance version of the Transit that was originally developed in 2004. The Ford of Europe team has updated the X-PRESS to reflect the van&#8217;s redesign, though the vehicle still retains the running gear from the 2004 Ford Focus RS, which includes a 212-hp, turbocharged 2.0-liter engine, five-speed stick and limited-slip differential. The X-PRESS can reach 60 mph in less than seven seconds and top out at 130 mph, which is not too bad for a commercial van. </p>
<p>Dunton, England – 3 January 2007. Ford of Europe&#8217;s Commercial Vehicle development team, based at the company&#8217;s Dunton Technical Centre in the UK, is celebrating the Ford Transit&#8217;s status as International Van of the Year 2007, by creating an unusual one-off special – the Transit XXL.<br />
Transit XXL literally stretches the Transit Tourneo passenger vehicle to new lengths, and could well be the longest Ford Transit in the world!</p>
<p>Designed and built by the Transit team at Dunton as a special project, Transit XXL uses &#8216;off the shelf&#8217; Ford Transit components throughout. It is based on two short wheel base Transit Tourneo models which have been meticulously joined together to deliver a bespoke limousine that carries the driver plus seven passengers in full &#8216;first class&#8217; comfort.</p>
<p>Every passenger benefits from a leather-trimmed, seven-way fully adjustable Transit &#8216;Captain&#8217;s Seat&#8217; complete with heating, lumbar adjustment and armrest. As you would expect, legroom and shoulder room are extensive!</p>
<p>This one-off vehicle has been designed to further demonstrate the Ford Transit&#8217;s flexibility and capabilities. It measures 7.4 metres in length and has a wheelbase of 5.9 metres. This compares to the standard Tourneo length of almost 4.9 metres and wheelbase of 2.9 metres.</p>

The first is the Transit XXL, a bespoke limousine created by joining two short-wheelbase Transit Tourneo models. Despite being over 24 feet long, the Transit XXL seats only seven people, but just imagine the kind of leg room each passenger enjoys. Entry into the vehicle can be accomplished through one of four full-size sliding doors, and the XXL was made a right-hand drive model, not just because it was developed in Europe, but also because livery drivers will find themselves on the right side of the vehicle when pulling up curbside to drop off passengers. </p>
<p>The second vehicle is an updated version of the Transit Connect X-PRESS, a high performance version of the Transit that was originally developed in 2004. The Ford of Europe team has updated the X-PRESS to reflect the van&#8217;s redesign, though the vehicle still retains the running gear from the 2004 Ford Focus RS, which includes a 212-hp, turbocharged 2.0-liter engine, five-speed stick and limited-slip differential. The X-PRESS can reach 60 mph in less than seven seconds and top out at 130 mph, which is not too bad for a commercial van. </p>

<p>Designed and built by the Transit team at Dunton as a special project, Transit XXL uses &#8216;off the shelf&#8217; Ford Transit components throughout. It is based on two short wheel base Transit Tourneo models which have been meticulously joined together to deliver a bespoke limousine that carries the driver plus seven passengers in full &#8216;first class&#8217; comfort.</p>
<p>Every passenger benefits from a leather-trimmed, seven-way fully adjustable Transit &#8216;Captain&#8217;s Seat&#8217; complete with heating, lumbar adjustment and armrest. As you would expect, legroom and shoulder room are extensive!</p>
